Summary of Services

The Finance Department provides accounting and financial management of all Town funds. The department maintains an accounting and reporting system in accordance with generally accepted accounting principles (GAAP), administers the town's financial policies and procedures, helps in the preparation of all department/divisional budgets, monitors the adopted annual budget, administers the investment and debt portfolios, paying financial obligations, overseeing fixed assets records, maintaining the accounting and reporting system software and works in conjunction with independent auditors preparing the Town's Comprehensive Annual Financial Report (CAFR). The Finance Department is also instrumental in working with the North Carolina Performance Measurements and Benchmarking Project and the Town's long range Capital Improvement Projects.


The Finance Department exists to provide the highest attainable level of citizen-employee service while managing all aspects of the town's finances in an open, accountable and timely manner in accordance with the Local Government Budget and Fiscal Control Act, the General Statues of the State of North Carolina, Federal laws and regulations and sound principles of accounting and cash management in a creditable manner worthy of distinction and excellence.


The Town of Matthews Finance Department has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) for our Comprehensive Annual Finance Report (CAFR). This certificate is the highest form of national recognition in the area of governmental accounting and financial reporting that can be attained by a government entity. It is judged by an impartial panel to meet the high standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story. The certificate awarded in 2012 marks the 15th consecutive year the award has been received by the Town.


The Finance Department operates with a staff of four members. Each member is responsible for different functions within the department, however all are cross-trained to help in times of need and provide additional coverage and services. The basic functions include:

Accounting, Financial Reporting and Treasury Management

Accounting, Financial Reporting and Treasury Management is responsible for the financial policies and procedures, financial records, budgeting, maintaining bank accounts, monitoring transactions, investment and debt portfolios, fixed assets, financial software system, audit and banking relationships.

Accounts Payable

Accounts Payable activities include processing payments and obligations to vendors for goods and services provided to the town in a timely manner, processing vendor applications, managing the town's procurement card program, and processing travel requests. Invoices received by noon on Tuesday are processed for payment on Friday of each week, based on due dates. New vendor application forms may be obtained by selecting the Permits and Apps button on the Town of Matthews home page. IRS form W-9 is also required when submitting vendor applications.

Payroll Processing

The Finance Department is responsible for the accurate preparation and timely processing of all town payrolls. We also monitor the reconciliation of all payroll withholding accounts. Finance works closely with Human Resources and also oversees the administration of the town's self-insured dental program.

Revenue Collections and Miscellaneous Billing

Revenue Collections provides administrative and clerical services for the collections of all funds to the town including, but not limited to, tax revenue, privilege license, animal license, police revenues (parking tickets, grants, donations, etc.) parks and recreation and cultural arts activities and revenues and fees, other license and permit fees and miscellaneous revenues. The Town of Matthews accepts cash, money orders and personal checks. Credit and debit cards are accepted for most payments.
