Town Board
Matthews is governed by a Mayor and a six member Board of Commissioners. A nonpartisan election for Mayor is held every two years. Commissioner elections are also nonpartisan and all seats are at-large. Commissioners are elected for two year terms. The next election is November 2015.

The mission of the board is to represent the public interest, promote quick, courteous response to residents' problems, provide leadership and direction to the Town's future and ensure the present and future fiscal integrity of the municipal government. The Town has a Council-Manager form of government. Under this form of government, the elected board sets policies for the operation of the Town. Currently serving on the board are: Mayor James P. Taylor and Mayor Pro-Tem Joe Pata. Commissioners:John Higdon, Chris Melton, Jeff Miller, W. Kress Query, and John Ross.

Town Council meetings are held the second and fourth Mondays of every month at 7 p.m. at Town Hall, 232 Matthews Station Street. The public is given an opportunity to speak at every meeting for four minutes on any topic. A sign up sheet is in the lobby before every meeting if you would like to address the board.

    James (Jim) P. Taylor is serving his third term as Mayor of Matthews. Jim served on the Matthews Town Board for five terms before he was first elected Mayor in 2009. He is active in the community and has served as a board member of the Matthews HELP Center and the Matthews Volunteer Fire Department.

A native of Miami, Florida, Mayor Taylor is a graduate of the University of South Florida with a bachelor’s degree in economics. He works as Vice President of Finance in the Home Equity Segment of Wells Fargo.

He and his wife, Joselyn, have two children, Breanna and Brandon. They have lived in Matthews for over 25 years.

  John Higdon, a native of Berea, Ohio, graduated from South Mecklenburg High School. He earned a degree in aerospace engineering from North Carolina State University. He is the Engineering Manager of Process and Product Development at Conbraco Industries, which is headquartered in Matthews. He has worked for the company for 18 years.

He is active in the community serving roles with the Boy Scouts, MARA, the Ashley Creek Homeowner’s Association and as a volunteer at his childrens'  schools. John and his family attend Matthews United Methodist Church.

He has also served as a member of the Mecklenburg County Floodplain Taskforce and the Town of Matthews Appearance and Tree Advisory Committee.

Higdon, a registered professional engineer, is also involved in a number of professional organizations including the American Society of Mechanical Engineers, American Water Works Association, Canadian Standards Association, International Association of Plumbing and Mechanical Officials, and currently serve on the Board of Directors of the American Society of Sanitary Engineering. He was recently appointed to the NCSU Caldwell Fellows Leadership Development Alumni Society Council.

He and his wife, Penny, have two children, Summer and Jed.

  Chris Melton is a native of Charlotte. He graduated from West Mecklenburg High School and attended Central Piedmont Community College. He is an electronic systems sales representative with SimplexGrinnell where he has worked for 16 years and received many awards for his service to the company.

He is also active in the Matthews community serving as a member of the Matthews Planning Board, the Matthews HELP Center Board and as president of the Brightmoor Home Owners Association. He previously served as president of the Society of Fire Protection Engineers; the Carolina’s Association of General Contractors Advisory Council and currently is a member of the Carolinas Electrical Contractors Association.

He and his wife, Heather, have two children, Hunter and Sarah.

  Jeff Miller is a native of Chicago and has lived in Matthews for 14 years. This is his fourth term on the Town Board. He is a graduate of the Culinary Institute of America and has worked as an executive chef. He is currently employed at the Family Dollar Distribution Center as Area Manager in Inventory Control. He has also been active in the community serving on various boards and committees.

  Joe Pata is a native of New York and moved to Matthews in 1998. He graduated from St. John’s University with a degree in computer science. He received his masters of business administration in management information systems from Pace University.

He has worked in the financial industry for 25 years and is currently a Service Delivery/Project Manager with Bank of America where he serves on the Corporate Treasury Technology team.

Pata is currently the chair of the Athletic Advisory Council and the Aquatic Advisory Council. He also serves as a commissioner on the Mecklenburg County Park and Recreation Commission. He is also a member of the Park and Recreation Strategic Long Term Planning Advisory Council. He is the Athletic Booster Club President at Providence High School and serves as an Eucharistic Minister at St. Matthew Catholic Church. Previously, he served on the Town's Planning Board and the Transportation Advisory Committee.

A widower, he is the father of four children, Joseph, James, Jonathan and Jennifer.

  Kress Query, a native of Matthews, has served the Town of Matthews as a Town Board member and former Mayor of Matthews for over 20 years. A native of Matthews, Kress graduated from the University of North Carolina at Charlotte with an associate degree in mechanical engineering. He is President of ABT Metals.

Kress has been involved in the community serving as President of the Matthews Volunteer Fire Department, President of the Matthews Elementary School PTA, President and Charter Member of the Matthews Historical Foundation and Matthews United Methodist Church Kindergarten. He and his wife, have three children and four grandchildren.

  John Ross, a native of New Jersey, is a Senior Vice President and Operational Risk Manager for Bank of America. He has worked in the banking/financial services industry for 18 years.

He is active with the Mecklenburg Country Council of the Boy Scouts of America as a Cubmaster, Troop Committee Member, Merit Badge Councilor, and serves as the Activities Chair for the Etowah District (covers Mint Hill and Matthews).
He has served on the Town of Matthews Transportation Advisory Committee and as Vice Chair of the Hands On Charlotte Board of Directors. He is the former Vice President for the East Learning Community, Mecklenburg County PTA Council Executive Board.
He and his wife, Teri, have six children, Aaron, Riley, Kate, Andrew, Sydney and Ian.
